If your passport or passport card is lost or stolen, immediately report the loss or theft to your nearest police station and obtain a police report.
Irish citizens whose passport or passport card has been lost or stolen while on holiday in France (or Monaco) can request an Emergency Travel Certificate, a single use travel document to allow one trip back to Ireland. Applicants must come in person to the Embassy in Paris or an Honorary Consulate in Cannes, Lyon, Cherbourg or Monaco. Emergency Travel Certificates are not normally issued to Irish citizens resident in France (or Monaco). In case of loss or theft of your passport, you may also wish to check if your travel operator will allow you to travel with a police report and/or another form of ID.
Minimum requirements to apply for an Emergency Travel Document:
- Your original police report
- Two passport photographs
- Proof of travel
- Evidence of your identity/citizenship. If you do not have alternative photo ID, you may be asked to provide additional documents relating to your identity and citizenship
- The €30 fee
- Depending on your situation, we may require additional evidence in support of your application.
Please bear in mind this service is not available outside of office hours except in case of emergency. You may need to change your travel plans to allow you time to obtain a travel document.
If you are in an emergency situation requiring urgent travel (such as the death or serious illness of a family member)
Contact the Embassy on +33 1 44 17 67 00. Lines are open from 09.30-13.00 and 14.30-17.30. Outside these hours, in case of emergency you will be asked to leave a message on the answering machine. The answering machine is monitored regularly and the Duty Officer at the Embassy will contact you as soon as possible. When you leave a message, remember to state your name, telephone number, the nature of the emergency, and where you are now.
Please note that there is an additional €80 fee for Emergency Travel Documents issued outside normal working hours.
What happens when I report my Passport as lost or stolen?
The details of all lost or stolen passports are reported by the Passport Service to Interpol which means they are no longer valid for travel.
If you lose two or more passports, the validity of your next passport may be restricted and it may not be possible to receive your passport in less than 15 working days.
Remember:
Do not, under any circumstances, try to travel on a passport or passport card that has been reported as lost, stolen or damaged.
Any application submitted to the passport service to replace a lost or stolen passport or passport card cannot be cancelled even if the lost or stolen passport is subsequently recovered.

If you are resident in France and your passport has been stolen or lost, you must follow the following steps:
1. Immediately report the loss or theft to your nearest police station and obtain a police report.
2. Apply online or to the Embassy of Ireland, Paris for a new passport. For general advice, please see our step-by-step guide on how to apply for a passport.
If applying online via the Online Passport Renewal Service, please indicate that the passport was lost, stolen or damaged in the relevant section of the application web-page.
All applicants must include:
- A completed and witnessed APS2 application form
- 4 Passport Photographs
- Previous passport if you have had one
- Original long form birth certificate. This must be included for all under 18s and for adults if you have lost your passport, or if applying for your first passport.
- Civil Marriage Certificate (if you are changing your name)
- Please complete Section 6 of the application form explaining how your previous passport was lost, stolen or damaged. You must have Section 6 witnessed and stamped as per the instructions on the application form.
With a view to preventing identity theft and the circulation of falsified passports, there are additional safeguards for the passport application procedure for those adults seeking to replace a lost or stolen passport. If your passport has been lost or stolen, you must also supply the following documents:
- Additional form of photo-identification; e.g. certified copy of a drivers licence; work ID; student card; social club membership; passport from other country etc.
- Evidence of entitlement to Irish citizenship, where applicable
- Documentary evidence to show use of name, e.g. payslips; records of unemployment or disability payment; bank statement; college registration etc. and
- Evidence of residency at the application address, e.g. utility bills; official correspondence from public or private sector etc.
